The only difference between implicit and explicit barriers is the fact that the latter map to a barrier construct. The glossary entry for barrier is unequivocal in this respect. (I always wonder why the funny idea of possible differences between explicit and implicit barriers surfaces from time to time, but that's another story)

Thus, no matter its flavor, a barrier forces completion of all tasks generated by the implicit tasks and their descendants up to the barrier location.
The apparently redundant statement in section 1.3 (which should be read together witht the following one), is to explicitly stress that you cannot generate a task in one parallel region to perform it in a different one.
