Why library functions are faster than environmental variable

I am afraid that I don't know what you are asking. Environment variables are looked at when the OpenMP environment is being set up. Library functions are called during the execution and may change the initial settings for a region. I don't understand what you mean when you say library functions are faster than environment variables, since they do different things at different times and can't really be compared as far as timing.
