[Omp] question about lock and flush

hi,

In the OMP specification, omp lock does not imply flush and usually a 
flush has be explicitly provided by programmers. I am wondering what's the 
reason for this design. It is very likely for users to use omp lock 
incorrectly if the specification is not read very carefully.
